JOB TITLE: Caseworker
DEPARTMENT: Housing and Family Services
LOCATION: White Plains
REPORTS TO: Senior Caseworker
SUMMARY: Ensure that all clients on caseload are assessed and referred for the appropriate services. Shift 3pm-11pm.
DUTIES AND RESPONSIBILITIES:
- Conducts orientation of all family members to Shelter Program
- Maintains accurate, complete and current files on all clients in caseload.
- Determines all family members’ needs through psychosocial assessment and develops with family a service plan that incorporates and addresses each member’s needs; monitors progress toward realization of service plan goals.
- Advocates on behalf of clients to securing social services entitlements.
- Maintains contact with all necessary collaterals and attends appropriate meetings.
- Make referrals to appropriate agencies, services, and/or organizations to address each family member’s needs; monitor progress and maintain contact with all necessary collateral services.
- Assist with school transportation, registration, and monitor school attendance.
- Completes Educational Needs assessment for all children.
- Provides crisis intervention services as needed.
- Conducts field visits and unit inspections as needed
- Organizes tenant meetings. Organizes and co-facilitates client groups.
- Other duties, as assigned.
EXPERIENCE, EDUCATION AND SPECIAL REQUIREMENTS:
Requires a Bachelor’s degree and two years of social services experience preferably with low-income/homeless population. Must have excellent written/verbal communication skills. Bilingual (English/Spanish) is a plus.
JOB TITLE: Home Finder
DEPARTMENT: Multiple
LOCATION: White Plains
REPORTS TO: Service Coordinator - EHU
SUMMARY: Principal duty is to identify and secure affordable apartments for clients.
DUTIES AND RESPONSIBILITIES:
- Ensures casework and housing specialist services fulfill Tier II and/or area DSS requirements
- Ensures continued availability of apartments to meet changing community needs. Includes both transitional and permanent units.
- In collaboration with the Director of Family Services, Service Coordinator and Property Manager, develops and maintains community links to landlords and real estate agencies in multiple areas
- Identifies, inspects and secures units prior to and during occupancy to ensure the highest standards possible
- Compiles weekly available apartment lists
- Ensures client’s Section 8 applications are completed and remain active
- Compiles ongoing resource logs to include landlord contact information, communiqués and evaluations
- In collaboration with the Director of Family Services, Service Coordinator and Property Manager, ensures that appropriate documents record EHU units to “convert in place”
- Sees that all records and documents are handled and stored in a confidential manner
- Submits accurate, timely reports as requested.
- Other duties as assigned.
EXPERIENCE, EDUCATION AND SPECIAL REQUIREMENTS:
Bachelor’s degree in social work or related field preferred, with four years experience in direct client services. Experience in real estate, property management or business a plus. Strong computer, presentation, written and verbal communications skills required. Must maintain ongoing knowledge of community dynamics and possess an in-depth familiarity with areas selected for Westhab units. Must have the ability to develop strong community partnerships throughout Westchester. Must have ability to perform on-site habitability inspections for apartments in various locations. Must have the ability to plan, organize and evaluate scope of services. Some evenings and weekends. Must have own transportation.

Facilities/Property Management
JOB TITLE: Property Manager
DEPARTMENT: Property Management
LOCATION: Lower Westchester County
REPORTS TO: Director of Property Management
SUMMARY: Responsible for the marketing, leasing, tenant relations, administrative compliance and collection of rent, for residential and commercial properties owned or managed by Westhab. The property manager must diligently work to protect and preserve the quality of life in, and the value of, the properties which they are assigned to manage.
DUTIES AND RESPONSIBILITIES:
- Marketing and leasing of vacant apartment including, qualifying, interviewing and selecting tenants.
- Ensure the accurate billing and timely collection of rent.
- Initiate tenant/landlord legal proceedings, and work with attorneys to manage legal process.
- Coordinate turnover of vacant permanent apartments with Facilities department.
- Work with Westhab’s computerized property management, client database, and accounting systems.
- Develop building operating budgets.
- Ensure compliance with government programs including the Federal Low Income Housing Tax Credit Program. Execute lease-renewals and re-certifications of tenant income as prescribed by regulations. Prepare reports to Federal and State regulatory agencies as needed ( e.g. DHCR building registrations)
- Respond to and quickly resolve building operational problems by coordinating efforts with Westhab staff, tenants, owners, and government agencies.
- Other duties as required.
EXPERIENCE, EDUCATION AND SPECIAL REQUIREMENTS:
- Requires a Bachelor’s Degree or the equivalent, plus a minimum of five years experience in the property management of affordable housing.
- Strong communication skills required.
- Must work collaboratively.
- Must be proficient with Word, Excel and database programs.
- Must be highly organized and show ability to manage many tasks simultaneously.
- Must have own car; clean and valid NYS Drivers License.
- Must possess or acquire within 6 months of employment, R.A.M. or equivalent certification, LIHTC certification,
- Experience working with computerized Property Management software (MRI or equivalent).
- Bilingual a plus.
